I really hops neither I or an assigied Global Moderator will have to use this, but I still have to talk about it.
If anyone break a rule, you're likely going to have a warn level. It goes with percentage. If you make a minor violation, you will likely get at most 15% warn level. But major violation could result you with a 50% warn level, and depending of the gravity of the violation, a potential ban.
On the other hand, if you get a warn level (no matter how high it was) and behave for a while, your warning level is most likely going to decrease. Obviously, people with a high warn level will have to wait longer to have their warn level reduced!
